Applications Architect

We are seeking an Applications Architect. While under general supervision, this person performs professional and technical work in software architecture design, computer programming, systems analysis, database design and administration and project management for the Agency. Employees in this class have extensive knowledge of software application development life-cycle methodology and relational database systems, and are responsible for all technical duties inherent in developing, supporting and maintaining complex software applications. This is a highly technical position, but position will require interaction with various levels of staff members.

This position ensures high quality and on-time delivery of software development, implementations and integrations (custom & COTS). This position creates, documents and trains others in the Agency's formal application development processes, and then leads in the implementation of that methodology. The core activities will also have a primary focus on the evaluation and documentation of previously developed applications and reporting. When new software development projects are commissioned, this role will be responsible for concept exploration, requirements gathering and analysis, design, coding, implementation, and support.

This position is responsible for providing the technical and analytical expertise in all assigned areas of information management. Performance is monitored through periodic conferences, reports and administrative review. Performs other work as directed by Business & Applications Manager.

ESSENTIAL FUNCTIONS:

  • MANAGES THE APPLICATION DEVELOPMENT PROCESS:
    • Further develops agency methodologies, procedures and standards for application development, system analysis, database administration and project management.
    • Applies quality assurance standards and techniques for system design and programming activities.
    • Trains and develops others by sharing technical and application development process knowledge.
    • Implements and ensures proper techno-functional and technical documentation for all applications and reporting (past and future).
    • Attend department cyber training initiatives, keep current on cyber security trends.
  • SOFTWARE ARCHITECTURE:
    • Evaluates and selects application development tools that become part of the Agency’s technical standards.
    • Performs technical reviews of software designs.
    • Adheres to and guides other on computer programming standards and best practices.
    • Creates the overall architectural design for all Agency custom applications, including standard system interfaces, user interfaces and inter-process communications, and determines the architectural design of each individual application.
  • PROGRAMMING:
    • Performs programming works well with staff in programming tasks while ensuring efficient structured coding techniques. Provides programming assistance to staff as required.
    • Leads programming teams in building complex computer application programs for client/server, n-tier, web (Internet/Intranet) and GIS environments.
    • When appropriate, uses Rapid Applications Development techniques employing object-oriented design and development to produce solutions.
    • Investigates and resolves software application problems in a timely manner. Provides end user support as needed.
  • SYSTEMS ANALYSIS:
    • Compiles and documents user requirements.
    • Writes technical and user documentation, including Requirements and Design Specification documents.
    • Designs and conducts performance testing.
    • Develops and executes program and system test plans.
  • DATABASE ADMINISTRATION:
    • Utilizes relational DBMS technology to perform database administration, including schema design, creation, normalization, stored procedures, triggers, performance monitoring, system security, backup/recovery, capacity planning, and release maintenance.
    • Performs, or trains and supervises staff in database monitoring, administration and tuning; ensures adherence to database integrity and security requirements.
    • Review other’s database designs to ensure adherence to Agency standards and conventions.
  • PROJECT MANAGEMENT:
    • Works with upper management and business principals to assign priority and direction for software projects.
    • Develops realistic project estimates (tasks, budgets, durations) and timelines, manages project time schedules, and supervises project team members including Agency personnel and consultants.
    • Identifies project risks and determine approaches for managing the risk and develops contingency plans for possible project issues.
    • Presents both written and oral project status reports.

Observes Safety Policies and Procedures in accordance with the Agency’s Safety Program. Performs other work as directed.

Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local community or their own community.

MINIMUM TRAINING AND EXPERIENCE:

Bachelor's degree in Computer Science or related discipline; with at least ten years progressively responsible experience in the IS application development field; OR equivalent or greater combination of education, training and experience which demonstrates exceptional skills and knowledge. Prefer software certification, such as MCSD and MCDBA. Minimal experience to include (may be concurrent):

Computer Programming (Full Life Cycle) - 6+ years (VB Required; C/C++/C#/.NET Preferred)

  • Database Administration - 4+ years (SQL Server Required)
  • Systems Analysis - 4+ years
  • Application Development Project Management - 2+ years

Preferred Experience:

Experience in applications development should include:

  • Using integration technologies (messaging tools).
  • Geographical Information Systems (GIS) programming, including ESRI tools.
  • Large-scale systems implementations, with some in project management.
  • Data Conversion and Data Migration.
  • Providing technical direction to development teams solving their architectural, system interface, coding and testing problems.
  • Scientific or engineering modeling applications, statistical forecasting, or an educational background in science, engineering or statistics. Or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

REQUIRED LICENSES AND CERTIFICATIONS:

  • Valid driver’s license.

MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

Physical Abilities: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects, and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Abilities: Some tasks require visual perception and discrimination.

Environmental Requirements: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
