Senior Applications Developer

We are seeking a Senior Applications Developer who performs professional and technical work in database applications modeling and custom software development. Employees in this class have extensive knowledge of databases, applications development and relational modeling, and are responsible for all technical duties inherent in developing, supporting and maintaining complex and expansive database applications within a Internet, Intranet, LAN and WAN architecture. Position provides direct support to the Applications Manager, and is responsible for providing the technical and analytical expertise in all areas of information management. May lead and direct the work of others. Performance is monitored through periodic conferences, reports and administrative review. Performs related work as directed.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES

  • Develop custom software applications in accordance with the agency's formal application development processes. These activities include concept exploration, requirements gathering and analysis, design, coding, implementation, and support. 
  • Compiles and documents user requirements. Writes technical and user documentation, including Requirements and Design Specification documents. 
  • Perform systems analysis activities such as feasibility study, fact finding, user interviews, modeling, prototyping etc. to effectively design enterprise solutions. 
  • Designs and develops complex information systems in client/server web-based Intranet/Internet environment. 
  • Apply software engineering techniques such as object oriented programming, patterns design and framework implementation methods such MS Entity Framework, CSLA etc. 
  • Utilize complex application development technologies such as WPF, ASP .net, Winforms, WCF, VB .net, C# .net, and SSRS to design enterprise solutions. 
  • Mentor and guide other developers by sharing technical and application development knowledge. May lead and direct the work of other software developers. 
  • Performs database administration, including schema design, normalization, stored procedures, triggers, performance monitoring, backup and recovery, system security, capacity planning and release maintenance.

Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.

MINIMUM TRAINING AND EXPERIENCE
Five years progressively responsible experience in the field, to include experience in applications development using structured techniques, experience with data modeling and relational technology, experience with application project management, and extensive database experience; or an equivalent combination of education, training, and experience.

EDUCATION/MAJOR REQUIRED
Bachelor’s degree in Computer Science, Information Engineering or related discipline

REQUIRED LICENSES AND CERTIFICATIONS

  • Valid Florida Driver’s license or must be obtained within 30 days of employment.

SALARY RANGE: $58,705 to $96,863 (actual salary will be commensurate with experience).
